Deputy Chief of Party for upcoming Natural Resources Management Project

CARE Nepal is an international humanitarian organization working in Nepal for the past 32 years. It currently works in 38 districts through its 17 projects and programs on issues relating to improving the lives of the poorest and most vulnerable populations through programs in natural resource management, livelihoods, women empowerment equity and social justice.

CARE Nepal is seeking qualified Deputy Chief of Party (DCoP) candidates to assist in the program implementation of an upcoming Natural Resources Management (NRM) program in Nepal, funded by USAID, with an expected value of $30M over a 5-year period. This position will be based in Kathmandu.

The program aims to reduce threats to biodiversity and vulnerabilities of climate change in Nepal through an appropriate set of site-based interventions in priority biodiverse landscape(s) as well as enabling policy environment at the national level. The specific objectives of the program are to: A) reduce threats to biodiversity in target landscape(s); B) build the structures, capacity and operations necessary for an effective sustainable landscapes management, especially reducing emissions from deforestation and forest degradation (REDD+) readiness; and C) increase the ability of target human and ecological communities to adapt to the adverse impacts of climate change.

Responsibilities and Tasks:

• In conjunction with the Chief of Party (COP), oversee, facilitate, design, develop and supervise an efficient and effective program implementation;
• Establish and maintain excellent communication, and develop networks with senior program staff and partner organizations, Government of Nepal (GON) representatives, international institutions, various stakeholders and development partners,
• Engage the Government of Nepal (GON), civil society organizations (CSOs), and business communities in activities to attain the program objectives mentioned above.
• Plan and carry out regular monitoring trips to the regions and provide support where needed. Support programmatic reporting efforts and adapt program activities to reflect monitoring and evaluation findings.
• Ensure that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the Cooperative Agreement.
• Ensure performance management of all program staff; and enhance staff development though mentoring or other activities.
• Represent the program to USAID, all partners and all other stakeholders in the absence of the COP.

Key Qualifications Required:

• Masters degree or higher studies in natural resource management/forestry/climate science/environmental studies/social sciences or related field.
• Proven track record of at least 10 years of experience working in projects related to Natural Resource Management, Forestry, Climate Change, Climate adaptation, REDD, carbon finance, and/or livelihoods development, must have experience in managing similar programs of comparable scope and complexity.
• Proven financial and personnel management skills.
• Demonstrated experience managing large USG grants and related reporting, budgeting, procurement, and project management procedures.
• Demonstrated programming, advocacy and capacity building experience at the Government of Nepal (GON) and community levels.
• Solid monitoring and evaluation knowledge and skills, preferably in of NRM-related interventions.
• Demonstrated professional experience working in partnership with USAID-supported cooperating agencies USAID missions, and international counterpart organizations is a plus.

Position Title : Coordinator - Development, Research & Monitoring
Reports to : Conservation Program Director
I. Major Responsibility:
The DRM Coordinator will be responsible for providing scientific input, technical back stopping, co-ordinating and supervising all research activities; developing project and research proposals/concepts and monitoring all programs and projects. Responsible for identifying potential funding sources and will assist the Conservation Program Director (CPD) and Country Representative (CR) in fund raising, co-ordinating and communicating with different donor agencies for funding.
II. Major Duties and Responsibilities:
1. Program Development
Survey and identify potential donor portfolios in and outside the WWF network for funding opportunities in areas that are compatible to WWF Nepal’s work. Identify funding gaps in collaboration and co-ordination with CPD and Program Directors for programs and projects in terai and mountains. Explore partnerships and joint proposal opportunities with other agencies working in the field of natural resource management.
Develop concepts and proposals in close consultations with program staff and project staff for fund raising. Submit and follow up on all WWF proposals with donors and update the CPD and program staff. Co-ordinate with consultants and experts for program development. Review concepts and proposals developed by the program staff to ensure they are consistent with the donor’s requirements.
Communicate with WWF network/programs such as WWF-UK, WWF-US, WWF-NL, LHNI, AREAS, and Tiger Program for funding opportunities. Co-ordinate with Department of National Parks and Wildlife Conservation and Department of Forests for the Government’s requirements within WWF’s project and develop proposals. Train field and other program staff in concept development and proposal writing.
2. Research and Monitoring
Identify WWF Nepal program’s impacts on conservation by developing overall targets and indicators for all projects in co-ordination CPD, PDs and program staff. Coordinate implementation of all wildlife research and monitoring activities in the field.
Identify research needs, design research proposals, develop required TORs, identify researchers/consultants, supervise, monitor and co-ordinate research work.
Make regular field visits to monitor the ongoing project and research activities in co-ordination with the program and project staff.
Co-ordinate with the government, academic institutions, NGOs, researchers and other relevant organizations working in the field of research;
3. Scientific Input for field Implementation
Provide technical inputs in the implementation of project activities from the design to the planning phase especially when it involves activities like restoration, scientific management of habitat and wildlife etc.
Responsible for implementation of biological research activities that WWF undertakes in the field. Provide leadership in implementing special scientific management events like Tiger census, Rhino census, species translocations etc.
Will be responsible in interacting and providing follow up on all matters related to biological issues with national and international partners (Zoology Society of London, Wildlife Institute of India, Academia, WWF network and the Government)
4. Review of Technical Reports and Small Grants
Review reports submitted by consultants and researchers with regard to field data analysis, preparation of technical reports and alignment with TORs.
Assist the CR and CPD in all wildlife-related issues at WWF-Nepal including communications, presentations, attending meetings, policies, and comments.
Oversees the Small and Action Research grants for technical content and substance. Publish abstracts of research publications.
5. Technical Inputs to Policy documents
Will provide technical inputs to policy documents that comes for review to WWF Nepal. Reviews policy development activities of the government and other organizations in issues related to species, biodiversity (Species action Plans, Biodiversity Strategy etc) to check for compliance.
7. Support to Senior Management
When called upon will provide suggestions to the Senior Management on how to react to different Wildlife related issues that come out in the media.
8. Other Duties

Through its scholarship scheme, OFID aims to help highly motivated, highly driven individuals overcome one of the biggest challenges to their careers – the cost of advanced professional or graduate training. The winner of the OFID Award will receive a scholarship of up to US$100,000 The funds will be spread over a maximum of two years, toward the completion of a Master’s degree, or its equivalent, at an accredited educational institution, starting in the autumn of the academic year.

I. Eligibility
To be eligible the candidate must meet ALL of the following criteria: :

II.Disbursement of the Scholarship Fund
The terms and conditions of payment will be determined in coordination with the student upon his/her selection in accordance with the following guidelines:
The tuition fees, including any supplementary examination fees, as may be required by the academic institution, will be paid by OFID directly to the academic institution. Health insurance will be paid in accordance with the institution’s own standard medical scheme.
A monthly allowance to cover living expenses, books and accommodation, will be transferred to the student’s own personal bank account on a quarterly basis.
Prior to the start of his/her first year studies, the student will be paid a relocation grant, equal to two-month allowance. OFID will also pay for travel costs from the nearest airport to the student’s place of residence, to the nearest airport to the chosen place of study. With growing fears that Nepal may join the ranks of failed states, the international community, as well as national politicians, is applied pressure to all factions of the conflict. In addition to the death toll arising from this conflict recently surpassing 10,000, most agree that rural Nepalis, and the poor in particular, are bearing the brunt of the conflict. By conservative estimates, Kathmandu now hosts over 100,000 unofficial refugees who fled the countryside to avoid violence. This current loss of life and the conflict-induced demographic shifts are exacerbating ongoing poverty, environmental degradation, and political exclusion that has characterized Nepal for decades.
Mercy Corps established a presence in Nepal in July 2005 and is assisting with both basic humanitarian needs and longer-term development and conflict mitigation programming. Mercy Corps focuses on civil society and economic development through collaborating with local organizations, looking for ways to foster an innovative, peaceful change in Nepali communities.
GENERAL POSITION SUMMARY:The Country Representative (CR) is the senior management position for Mercy Corps in Nepal with supervisory and managerial responsibility over designated in-country personnel, programs and policies.
