Deputy Chief of Party for upcoming Natural Resources Management Project

CARE Nepal is an international humanitarian organization working in Nepal for the past 32 years. It currently works in 38 districts through its 17 projects and programs on issues relating to improving the lives of the poorest and most vulnerable populations through programs in natural resource management, livelihoods, women empowerment equity and social justice.

CARE Nepal is seeking qualified Deputy Chief of Party (DCoP) candidates to assist in the program implementation of an upcoming Natural Resources Management (NRM) program in Nepal, funded by USAID, with an expected value of $30M over a 5-year period. This position will be based in Kathmandu.

The program aims to reduce threats to biodiversity and vulnerabilities of climate change in Nepal through an appropriate set of site-based interventions in priority biodiverse landscape(s) as well as enabling policy environment at the national level. The specific objectives of the program are to: A) reduce threats to biodiversity in target landscape(s); B) build the structures, capacity and operations necessary for an effective sustainable landscapes management, especially reducing emissions from deforestation and forest degradation (REDD+) readiness; and C) increase the ability of target human and ecological communities to adapt to the adverse impacts of climate change.

Responsibilities and Tasks:

• In conjunction with the Chief of Party (COP), oversee, facilitate, design, develop and supervise an efficient and effective program implementation;
• Establish and maintain excellent communication, and develop networks with senior program staff and partner organizations, Government of Nepal (GON) representatives, international institutions, various stakeholders and development partners,
• Engage the Government of Nepal (GON), civil society organizations (CSOs), and business communities in activities to attain the program objectives mentioned above.
• Plan and carry out regular monitoring trips to the regions and provide support where needed. Support programmatic reporting efforts and adapt program activities to reflect monitoring and evaluation findings.
• Ensure that program implementation is in accordance with USAID regulations and procedures and the specifications determined in the Cooperative Agreement.
• Ensure performance management of all program staff; and enhance staff development though mentoring or other activities.
• Represent the program to USAID, all partners and all other stakeholders in the absence of the COP.

Key Qualifications Required:

• Masters degree or higher studies in natural resource management/forestry/climate science/environmental studies/social sciences or related field.
• Proven track record of at least 10 years of experience working in projects related to Natural Resource Management, Forestry, Climate Change, Climate adaptation, REDD, carbon finance, and/or livelihoods development, must have experience in managing similar programs of comparable scope and complexity.
• Proven financial and personnel management skills.
• Demonstrated experience managing large USG grants and related reporting, budgeting, procurement, and project management procedures.
• Demonstrated programming, advocacy and capacity building experience at the Government of Nepal (GON) and community levels.
• Solid monitoring and evaluation knowledge and skills, preferably in of NRM-related interventions.
• Demonstrated professional experience working in partnership with USAID-supported cooperating agencies USAID missions, and international counterpart organizations is a plus.
• Fluency in spoken and written English and Nepali required
