Administrative Officer (NO-B), Kathmandu

Employer: the United Nations Office of the High Commissioner for Human Rights (OHCHR) in Nepal. The Office has a mandate to monitor the observance of human rights with a view to advising the authorities of Nepal on the formulation and implementation of policies, programmes and measures for the promotion of human rights in Nepal.

Location: Kathmandu

Responsibilities: Under the direct supervision of the Authorized Coordinator and the Deputy Representative, the incumbent will perform the following main functions:
Manage human resources properly; prepare job descriptions, job classifications, vacancy announcement, compiling matrixes, performing functions of assistant to the secretary in interview panels; recording and updating roster database of all applications, providing roster and preparing short-listed report; conduct of written test examination and interview; Management of contracts.
Monitoring and tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations; management of International Staff entitlements and position funding delegated to the HR Unit; Development, implementation and oversight of staff career development plan, Implementation of strategic staffing policies in line with diversity requirement and career development; support to knowledge building and knowledge sharing; maintenance of the Headquarters staffing table, organogram and personnel database; Briefing national and international staff on personnel matters, entitlements, rules and regulations;
Induction for new national staff upon arrival/report for duty; Implementation of operational strategies; cost Plan Management and Monitoring; Provision effective and efficient administrative support services; Support to supply and asset management; Regular liaison with UNDP/OHCHR HQ/UNOG for efficient conduct of relevant administrative and financial aspect of OHCHR-Nepal’s work; Effective administrative and financial control in the office; Coordination of assets management, timely preparation and submission of periodic inventory reports, coordination of physical verification of inventory items; coordination of the provision of reliable and quality office supplies; proper common services; provide supervision and leadership for national administrative staff, ensuring regular support and mentoring; Perform other duties as and when required.

Qualifications and other desirable skills for the position:

An advanced university degree preferably in Public or Business Administration, Human Resources Management or related field. A combination of relevant academic qualifications and experience might be accepted in lieu of the advanced university degree.

A minimum of 7 years of relevant experience at the national or international level in providing HR advisory services and/or managing staff and operational systems. Ability to plan own work, manage priorities to meet deadlines and work under pressure. Fluency in spoken and written English and Nepali is essential; including the ability to understand and carry out instructions and communicate in the same language. Good computer skills, including proficiency in word processing, spreadsheets and relevant software packages. Good interpersonal skills, works collaboratively with colleagues to achieve organizational goals. Ability to maintain effective working relationship with partners, and work in multi-cultural environment with sensitivity and respect for diversity. Experience in Administration, Human Resources Managemnt, Finance, Procurement and knowledge of UN procedures are assets.
