Monitoring & Evaluation Officer

• Employer: Helvetas, a Swiss NGO, working for improvement of the living conditions of economically and socially disadvantaged people in Nepal.
  
  Position: Monitoring & Evaluation Officer for the Employment Fund Secretariat (EFS)/ Helvetas Nepal
  
  Duration: Minimum one year, with possibility of extension
  
  Duty Station: Kathmandu, with travel time 50-60% in the field.

Responsibilities:

• Ensure a functional monitoring system to verify outcome payments at Employment Fund Secretariat (EFS)
• Develop a monitoring plan and ensure its implementation
• Support assigned individual/ organizations on outcome monitoring and outcome verifications
• Capacitate Training and Employment Service Providers on outcome verification
  Take responsibility in maintaining and updating M & E related database/ information at EFS
• Prepare reports, undertake studies and draw learning related to outcome monitoring system
• Maintain collaborative and complementary relations with stakeholder and like minded organizations

Competencies:

• Experience with result based financing and monitoring system
• Experience in working with logical framework development and reporting
• Practical experience in designing and implementing monitoring systems
• Experience in working with private sector institutions on quality assurance system design and its operation
• Proven record of communications and facilitation skills
• Knowledge on private sector business operation, labor market, labor rights, governance, social inclusion and equity concepts
• Fluency in English, both writing and spoken
• Dynamic and committed
• Knowledge on computer based data management and analysis
  

Qualifications: Masters degree in a relevant field with minimum 5-7 years of work experience in the aforementioned field
